ASSOCIATE PLANNER - DEVELOPMENT PLANNING

 

The Springfield Sangamon County Regional Planning Commission (SSCRPC) has an immediate opening for an Associate Planner for Development Planning.

 

About the Commission

 

The SSCRPC serves as the joint planning body for Sangamon County and the City of Springfield, as well as the Metropolitan Planning Organization for transportation planning in the region.

 

The Commission works with other public and semi-public agencies throughout the area to promote orderly growth and redevelopment, and assists other communities in the region with their planning needs. Through its professional staff, the SSCRPC provides overall planning services related to land use, housing, recreation, transportation, economic development, environmental protection, natural hazard mitigation, and various special projects of interest to the region's communities and agencies. The SSCRPC's professional planning staff prepares area-wide planning documents and assists the County, cities and villages, as well as special districts, with planning activities.

 

Oversight is provided by a 17 member Commission which includes representatives from the Sangamon County Board, Springfield City Council, special units of government, and six citizens appointed by the City and the County.

The Associate Planner for Development Planning

 

Responsibilities: Under the direction of the Senior Planner for Development Planning, the Associate Planner assists with and helps coordinate the Commission's land subdivision, large scale development, planned unit development, and other development related review processes. The Associate Planner also assists the Senior Planner in providing professional and technical planning services related to development planning and review to the planning staff, city and county departments, community organizations, governmental units in Sangamon County, realtors and developers, and the general public.

 

General Duties:

 

(1) Assists in the coordination and staffing of the Commission's Land Subdivision Committee, and prepares related reports and presentations for Commission development project review. Assists with the land development review processes established in County and City code.

 

(2) Assists the Senior Planner in the review of tract surveys and plats.

 

(3) Assists with special studies and projects involving land development, including research, writing, editing and final presentation.

 

(4) Provides support for research and analysis projects pertaining to land development review and management

 

(5) Serves as a technical and professional resource for staff and others.

 

(6) Maintains files and documentation related to land development review and management.

 

(7) Ensures that all public inquiries and requests are answered, and that official communications pertaining to the land development review process are provided.

 

(8) Maintains records and coordinates processes and procedures related to street naming or renaming.

 

(9) Carries out other duties as required.

 

Education: BA or BS in Planning or related field with 2 years of relevant experience is required. Coursework in urban planning or experience with development review is highly desirable.

 

Desired Skills:

 

Experience reading surveys and land development plans.

Excellent oral and written communication skills. Experience with meeting coordination and management would be beneficial.

Excellent demonstrated organizational ability. Experience in research and analysis would be beneficial.

General computer skills including experience using spreadsheets.

Knowledge of GIS and mapping. Experience with ArcGIS 10.x. and ArcGIS online would be particularly beneficial.

Experience with econometric systems such as IMPLAN is highly desirable, but not required.

Ability to answer questions and work with the public, interest groups and other agency staff on a daily basis.

Ability to work independently in performing planning duties.

A current Illinois driver's license or the ability to obtain such license prior to date of hire is required. Candidates must be located in Sangamon County or be willing to relocate to Sangamon County following hire.

 

Salary and Benefits: Salary for this position will be based upon the education, experience and demonstrated skills of qualifying candidates.
