Since 2007, IRC has worked with refugees and other vulnerable populations in Jordan. The IRC's current programs in Jordan focus on camps and urban interventions, responding to gender-based violence, primary and reproductive health care, and Economic Recovery & Development program. The child protection program in Azraq and Zaatariu camps, is working with Unaccompanied & Separated Children and alternative care arrangements. Since 2013, the IRC has been implementing case management to UASC and supporting family reunification in Zaatari camp, and in 2014 it expanded its services to Azraq camp.


Based on an agreement between the IRC and UNICEF/UNHCR 2016 project cycle will be a transitional period to hand-over the project implementation to a local partner. The necessary steps would be working with the two donors to identify potential local partner, assess the capacity of staff, design and implement a capacity building plan and prepare an assessment of the partner with recommendations on the hand-over plan.


Job Overview/Summary


The focus of this mission of the Capacity Building Specialist will be to assess, design and implement a capacity building plan for a selected local partner. The main task is to prepare the local partner to talk-over the implementation of the UASC project in Azraq and Zaatari camp by the end of 2016. In close Coordination with the CP Coordinator, the Child Protection Program Manager and the national Capacity Building Officer, the Capacity Building Specialist will




Design and conduct a training needs assessment for the local partners' staff; on the technical capacity but also the organizational capacity.

In coordination with the Sr. CB officer, CP Manager and coordinator, conduct the training needs assessment.

Based on the assessment and in coordination with the Sr.Capacity Building Officer and CP Coordinator, design a training plan and prepare training modules and materials.

Implement the training as detailed in the training plan

By the end of the training conduct a post assessment and submit a detailed report of the training with clear recommendations to ensure appropriate focus on gaps in staff knowledge to be considered during the on-the-job training planned in the 3rd quarter of the project.

Design tools to monitor the development of capacity for the local partners' staff and train the Sr. Capacity Building Officer on using those tools.

Draft the End of training (on the job) form and review it with the CP Coordinator.

In coordination with CP Coordinator, conduct training needs assessment for the IRC CP staff.

Design and implement capacity building plan for CP staff (this responsibility is to be confirmed when a detailed work plan is established).

Submit a detailed evaluation of the CP staff to the CP Coordinator with recommendations for technical child protection capacity development.

Professional Standards


The IRC and IRC workers must adhere to the values and principles outlined in the IRC Way - Standards for Professional Conduct. These are Integrity, Service, and Accountability. In accordance with these values, the IRC operates and enforces policies on Beneficiary Protection from Exploitation and Abuse, Child Safeguarding, Anti Workplace Harassment, Fiscal Integrity, and Anti-Retaliation.




Minimum of 3-5 years work experience with an NGO in an international context, in humanitarian child protection

Minimum of 5-8 years of professional work experience.

University degree in Social Work, Human rights Law, International Relations, Development Studies or equivalent field experience; Masters degree is a plus

Experience and knowledge of UACS and case management in emergency

Knowledge of established inter-agency standards and guidelines in child protection, such as the Inter-agency Guidelines on Separated and Unaccompanied Children and the Minimum Standards for Child Protection in Humanitarian Settings.

Knowledge of monitoring and evaluation tools for child protection.

Experience of training and capacity building staff on case management,

Ability to write clear and well-argued assessment and reports,

Excellent communication skills,

Politically and culturally sensitive with qualities of patience, tact and diplomacy,

A high level of written and spoken English and Arabic

Work Environment


The assignment will be based in Amman, Jordan, with frequent visit to the camps of Zataari and Azraq. Shared housing will be provided. The security phase for Jordan is yellow, and all employees are required to abide by any security directives put in place. The position is non-accompanied.
