Program / Department Summary


Mercy Corps is responding to the Title II USAID/Food for Peace (FFP) funded Development Food Aid Program (DFAP) solicitation for Karamoja, Uganda. Currently, the draft Request for Application (RFA) and Country Specific Information (CSI) has been made available by USAID/FFP, and we expect a final RFA to be released in February or March 2017. The DFAP is an integrated food security program that operates in both the agricultural and health sectors with a resilience focus. The goal of the Karamoja DFAP is to achieve a food secure future in the Karamoja sub-region of Uganda through community level governance, preventing chronic malnutrition, sanitation and hygiene (WASH), and sustainable livelihoods.


General Position Summary


Mercy Corps is currently seeking a Gender and Youth Adviser for a potential Development Food Assistance Program (DFAP). This multi-year, non-emergency program is integrated with USAID strategies to address the underlying causes of chronic food insecurity. The program’s ultimate goal is to improve food and nutrition security among vulnerable households. The program will focus on community level governance structures, preventing chronic malnutrition, water, sanitation & hygiene and sustainable livelihoods.


The Gender and Youth Adviser is responsible for leading the overall integration of Gender and Youth in Mercy Corps’ DFAP program. S/he is responsible for facilitating a participatory process in order to develop targeted gender and youth strategies and frameworks tailored to this DFAP.


The Gender and Youth Advisor shall closely work with Mercy Corps’ Youth, Gender and Girls Technical Support Unit during the first year of the program and conduct a gender analysis in selected program areas. S/he shall support the different Program Managers of DFAP to develop workplans with clear targets and timeframe including defined roles and responsibilities of each Program Manager and the team members to ensure better gender/youth integration in each project activity.


In addition the Gender and Youth Adviser shall be responsible for facilitating increased awareness among Mercy Corps team members and partner organizations on the importance of gender and youth integration into projects as well as identifying and promoting two to three areas where Mercy Corps has the potential to excel in gender integrated programming.


Essential Job Responsibilities




Design gender analysis research tool, manage data collection, lead data analysis and develop recommendations based on assessment findings. Closely work with DFAP Program Managers to integrate the findings from the gender analysis into the project’s workplan and milestones.

Conduct gender based violence risk analysis and incorporate findings into program implementation plan

Develop Gender and Youth Strategy to guide gender integration and priorities across the life the program, based on the gender assessment findings

Work closely with Human Resources team to ensure gender accountability is incorporated into the position descriptions of team members

Support the Program Managers in incorporating gender/age indicators in the project’s logframe.

Coordinate closely, work with and support managers and partners to promote gender/youth integration.

Develop targeted gender and youth capacity building interventions to promote integration with project staff.

Support program team in the development and delivery of training and capacity building on key gender and youth topics to beneficiaries.

Development of integration and analysis tools as needed. This could include but are not limited to promoting women’s leadership skills, male engagement in gender transformational change, reaching adolescent girls. Decisions about the actual tools shall remain flexible based on project needs.

Develop strategies for encouraging youth participation and leadership in agriculture and community decision making

Develop relationships with other donor funded programs working on gender and youth in Liberia

Integrate gender into the program’s M&E system to ensure that gender is reflected in output, outcome and impact level indicators and that sex and age disaggregated data is regularly collected and applied to program activities.

Ensure that program and country staff understand and adhere to Mercy Corps’ Gender Minimum Standards.

Work closely with the M&E team to ensure sex and age disaggregated data is collected, that gender analysis is applied and used to adaptively manage program implementation.

Conduct regular community consultations to ensure programming remains gender sensitive and on-track.

Collect and share learnings and best practices from this program with others in the context and I the Mercy Corps world

Contribute to any research conducted in the program to ensure gender dynamics are fully represented



Ensure compliance with security procedures and policies as determined by country

Proactively ensure that team members operate in a secure environment and are aware of policies.

Gender and Youth Officer(s).




Reports Directly To: Chief of Party


Works Directly With: DFAP component leads, Monitoring & Evaluation Manager, DFAP field teams, Gender and Youth technical team.


Knowledge and Experience


MA/S or equivalent experience in international development, political science, women’s studies, economics, sociology or other relevant field.

5-7 years’ experience in gender and youth development work including experience developing and conducting gender training, gender/youth mainstreaming and engaging in gender advocacy.

Demonstrated capacity to lead the collection, analysis and utilization of quantitative and qualitative information from a broad range of sources in order to ensure effective integration of gender and youth concerns throughout the project’s duration;

In-depth understanding of gender, age and other socio-cultural factors in the context of food security programming; and

Ability to foster commitment and build capacity among project staff and in-country actors to gender integration and empowerment.

Strong public speaking skills required.

Willingness to travel domestically and internationally as required, no more than 30% of time.

Experience working with food security programs strongly preferred

Experience in Uganda or East African Countries strongly preferred

Proficiency with Microsoft Office.

Fluency in English required.

Living Conditions / Environmental Conditions


The position is based in Kotido or Moroto, Karamoja, Uganda and will require travel throughout the program area. Security is improving, but can change quickly. Travel is restricted to the day-time only. Life in Karamoja is very basic with a few restaurants and other activities available. The nearest health care facility is in Moroto and Kampala. If based in Kotido it is unaccompanied. If based in Moroto, this is an accompanied post without schooling facilities.


Mercy Corps team members represent the agency both during and outside work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.
