For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 44 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, harm reduction associated with drug use, emergencies and crisis.


On September 12th 2014 and following exploratory missions, the executive committee validated the opening of a MdM office in Sri Lanka and the implementation of two projects with common general objective to improve access to qualitative prevention and care SRH (Sexual and Reproductive Health) services. In the north, the project will aim to improve prevention and management of Gender Based Violence, STD/HIV and reduce unwanted pregnancy among population living in Killiknochchi and Jaffna districts. A partner is already identified and operating with mental health clinic. MdM will add a component to their activities and will train them to become a SRH actor.


In central area, the project will aim to improve prevention and management of STI (Sexually Transmitted Infection) and reduce unwanted pregnancy among population living in plantations, in the districts of Kandy and Nuwara Elyia and Kegalle. A grassroots partner is already identified, focused on Human Rights with a large network of peers workers, the activities will be implemented with the MoH and its National STD/AID Control Program. An advocacy component to national estate and international companies will have to be developed.**




As the general coordinator is the MdM representative in Sri Lanka, you supervise and coordinate all the programs implemented by MDM in Sri Lanka in the respect of people and goods’ safety, and in order to guarantee the programs’ pertinence and their compliance with predefined objectives and procedures.


You are expecting to have a global and strong vision on MdM project in Sri Lanka.


More specifically you will be responsible of:


Program Management, strategy of intervention


Manage, supervise and support at country level the overall planning and implementation of MdM programs


Refine and lead the implementation of the strategy of MdM Sri lanka Mission


Accompany, train, strengthen and empower various partners on SRH according MdM approach


Partnerships development and support


Development and brokering of partnerships with civil society, as well as relevant local, regional and national authorities


Maintain transparent and health relationships with existing and new partners


Monitor the implementation of projects by local partners


Identify new potential partnerships; renew and revise MoUs with partners in coordination with HQ


Administration, Finance and Logistics


As budget holder, ensure a proper use of fund allocated, yearly budget construction and review. S/he oversees budget follow up ensuring that country programmes are implemented within their budgets


Ensure that appropriate logistics, administrative and financial structures and procedures are implemented and maintained in accordance with MdM rules and/or donors guidelines


Human Resources


Direct management of a team composed of 1 Medical Coordinator, 1 SRH Coordinator, 1 Finance officer and a logistics assistant


Ensure proper HR management and compliance with Sri Lankan labour laws




Implement and ensure proper follow-up of the security guidelines


Ensure a constant watch and analysis on contextual geopolitical and security issues


Representation and Fundraising


Represent MdM to Local Authorities, International Donors, International Organisations other NGOs and other MdM Network


Represent MDM with donors and plays a lead role in organising donors’ visits and fundraising.




Status : Employee


Contract : Fixed-term contract


Duration : 12 months


Position to be filled for the 20th of February 2017.

Frequent visits to north and central regions of Sri Lanka.

Minimum of 5 years’ experience in program management in an international context.

Aptitude to high level representation / diplomacy / Good communication skills

Strong Knowledge in Sexual and Reproductive Health

Strategic, independent, analytical and solution oriented

Good writing skills and proposal development experience

Experience in community development, local and civil society support and capacity-building

Experience in partnership development with local authorities and civil society

Skills in political and geopolitical analysis

Ability to work in politically sensitive environment

Ability to remain calm in any circumstances

Impartiality ; diplomacy ; adaptability

Knowledge of Sri Lankan context a strong asset


Fluent English (both oral and written)
